So essentially the leg up that makes the liqudity sweep before the reversal occurs and price will generally respect this area and bounce off of it after filling orders

but what confuses me is if I mark one on the 1hr (uplclose candles or candle before sweep) then go to the 15 minute then what I've marked out will look wrong because my OB range I marked on the 1 hr may appear to have bearish candles within on the 15 min

This is misinformation, if you don’t use level 2 date or at least a market profile you won’t be able to view order blocks
